"Meaning what you say" is usually about consistency between one's words and subsequent related behavior or actions. 

In other words, you can make every excuse in the world as to why you are either not starting a diet or  not making healthy choices but it all comes down to looking in the mirror each day and asking yourself, am I saying what I mean and meaning what I say.
